DESCRIPTION | A successful green and digital transition poses a huge challenge for all countries but particularly for emerging and transition countries with limited public resources. It is therefore important for governments to involve the private sector, making the best use of its potential. This one-week course covers challenges and opportunities of the green and digital transition and instruments supporting the development and financing of public-private projects in this context. The aim of the course is to offer theoretical as well as practical perspectives in planning and implementing such projects. It discusses the economic rationale of public-private collaborations, presents legal and financial aspects (e.g. PPPs) of the sharing of risks and proceeds between public and private partners and analyses the effects on public finances. The course draws on European experiences as well as experiences from transition countries with case studies from relevant sectors (e.g. transport, energy, innovation, …) at the national, regional and local level. Participants will be invited to discuss the experiences in their own countries and apply the presented concepts in workshops.
