Public Financial Management and Administrative Reforms

PFAR

TARGET GROUP | Officials from ministries of finance and economy, court of auditors, and other government agencies, who are actively involved in the implementation and monitoring of public financial management and administrative reforms.

DESCRIPTION | This one-week course covers recent public financial management (PFM) and administrative reforms in Austria but also at the European Union and international level. The course offers a practitioner’s perspective, and participants are expected to have some hands-on experience with the implementation of PFM and administrative reforms in their countries. Top officials among others from the Austrian Federal Ministry of Finance, the Austrian Parliamentary Budget Office, the Austrian Federal Computing Agency, or the IMF will share their experience.

The main aspects of reforms covered in the course include recent developments in budget reform and strategy, intergovernmental fiscal relations, digitalisation in public administration, long-term economic and budgetary challenges, spending reviews, tax and administrative reforms, and performance- and green budgeting. Lecturers will explain the underlying reasons for reform, its essential elements, and lessons learnt, including recent evaluations. The format mostly includes presentations by lecturers but also some interactive elements such as group discussions or short inputs from course participants.

The course provides an opportunity to discuss concrete public financial management and reform measures and to share experiences with the implementation of reforms, key challenges, and the factors for success. Participants are expected to engage in discussions and may be asked to give short presentations on their countries’ experience with PFM and administrative reforms.
